Each block's side has room for 2 trains in the station and 2 trains in each lane. I know it's a lot of chain signals, but it seemed like the best answer was clearing trains all the way into the stations or straightways since the entries/exits are so close to intersections. Each block can handle up to four platforms of either single or split cargo.The prevailing wisdom dictates that, "supposed to" isn't really a concept that matters in Factorio. But whenever I had seen people speak of City Block designs, then yes, the idea was that the block itself was a self-contained unit that could be stamped anywhere in the grid to increase the availability of whatever items it produced.

You need a bunch of block types, first off the standard layout that you want to go with. A common layout is a square of 4x4 big electric poles plus the roboports in each quarter of the layout.
