Using a timing fixtures is a little less cumbersome than using film gauge...To set the timing on that engine, have the s/plugs out, and have the throttle at full, set that timer base under the flywheel tight against the rubber stop on the end of the full spark timer advance stop screw (wire it against that stop if necessary). Rig a spark tester and have the gap set to 7/16". Hook up the timing light to the #1 plug wire.

You firstly have to make sure that your cable puls the throttle all the way back. If this does not happen you have to adjust your cables. Another problem can be that the roller of the carb hits the cam to soon. The bolt at the high speed end goes though a hole so that end cannot really be adjusted. In segments of 1/8 turns, start to turn the S/S needle valve in. Wait a few seconds for the engine to respond. As you turn the valve in, the rpms will increase. Any kind of a tool would work as long as it was straight and fasten to the crankshaft If you set one set of points you could put the pointer between the marks.

Throttle pickup timing (when the cam hits the roller) should be approximatly 4 deg ATDC. To adjsut the pickup timing change the lenghth of the rod by loosening the locknut and turning the knurled nut.
